ICPC extends probe of ex-JAMB registrar, Dibu Ojerinde to children over alleged N900m fraud

The case of alleged N900 millio leveled against the former JAMB Registrar, Prof. Dibu Ojerinde has taken a new dimension as Independent Corrupt Practices and other related offences Commission (ICPC) has extended its ongoing investigation of a former Registrar and Chief Executive Officer of the Joint Admission and Matriculation Board (JAMB), Professor Dibu Ojerinde, to his children.

The ICPC, in a recent statement, claimed its operatives arrested Ojerinde in Abuja on March. 15, 2021 over allegations that he misappropriated about N900 million while heading JAMB and the National Examination Council (NECO).

Lawyers to Ojerinde dIsclosed ICPC’s extension of investigation to the ex-JAMB boss’ children in some documents they filed before the Federal High Court in Abuja.

In an affidavit filed along with an application, the lawyers claimed the ICPC (listed as the sole respondent) has extended its investigation to three of Ojerinde’s children.

They said: “The respondent has now further invited the applicant’s children, Mr. Adedayo Ojerinde, Hon. Olumide Ojerinde and Dr. Oluwaseun Ojerinde.”

Olumide is representing Irepo/Olorunsogo/Oorelope Federal Constituency at the House of Representatives.

The lawyers added that the ICPC has written the children “to come to their office for questioning based on realm of speculations, and this also is an attempt to restrain the liberty of the children in a bid to frustrate the applicant and his family.”

Lilian Nwazue, of the firm of K. S. Olorunishola & Co, said although the ICPC earlier granted Ojerinde an administrative bail on conditions which he met, the commission invited him last week and suddenly altered the conditions.

Nwazue claimed the new conditions “are very inhibitive which is indicative that the respondent does not want to allow the applicant bail.”

On March 29, 2021, Ojerinde’s lawyer, K. S. Olorunishola moved a fundamental rights enforcement application.

Olorunishola prayed the court for among others, an order “allowing the applicant to continue to enjoy the administrative bail already given to the applicant by the respondent, pending his arraignment and:or trial.”

Justice Inyang Ekwo, after listening to Olorunishola, noted that the current situation in Ojerinde’s case, as described by his lawyer, has nothing to do with fundamental human rights at this time.

Justice Ekwo said should Ojerinde be eventually arraigned before a court, there are legal provisions for bail upon arraignment, which the lawyer could rely on.

The judge then told the lawyer to “look at the law well before you leap into the deep concerning this.

“Though the court has the power to allow the administrative bail to continue, I do not think I can exercise power for him to be released on administrative bail,” he said.

The ICPC, in its statement, claimed Ojerinde has been detained by the Commission for questioning over allegations of multiple identities, abuse of office, money laundering, tax evasion and making false statements to public officials.

“The former JAMB boss is also being questioned by the Commission for allegedly awarding fraudulent contracts to shell companies which cannot be traced.

“He was alleged to have awarded contracts for the supply of pencil and eraser at the cost of N450 million each, to Double 07 Concept Limited and Pristine Global Concept Limited, respectively, between 2013 and 2014 while heading JAMB.

“There is no evidence to show that the items which are examination materials were supplied as the contractors cannot be found.

“Similar contracts were allegedly awarded to Solid Figures Limited, Holywalk Limited and other companies for various sums without any trace of executions.”

Nwazue added, in the supporting affidavit to the fundamental rights enforcement application that Ojerinde “is being investigated by the officers of the respondent over allegations of offence(s).

“He has been on the administrative bail of the respondent for about a year or thereabouts and he has never jumped bail and/or refused to honour any invitation of the respondent at any time

“He was invited by the respondent for an appointment which he promptly honoured by taking flight all the way from Ilorin, Kwara State to Abuja, FCT having had to leave Abuja for urgent medical treatment.

“Upon his arrival at the office of the respondent in Abuja his biometrics was taken and made to write a statement after which, he was given a letter purportedly revoking his bail and at the same time, admitting him to bail on other inhibitive conditions.

“The applicant has every reason to believe that the respondent is deliberately using its office to deny the applicant his right to personal liberty and freedom of movement and intimidate him.

“The applicant is on medication because of his deteriorating health and any act curtailing his personal liberty will only deny him access to good health care as he needs to constantly see his doctor because of his health conditions.

“The new bail conditions given by the respondent are very inhibitive which is indicative that the respondent does not want to allow the applicant bail.

“The essence of bail is to ensure that the applicant presents himself to the authorities or the commission as in instant case, at any time his presence is needed for any investigation or questioning.

“The applicant has never jumped bail and will never jump bail if allowed to be on the administrative bail of the respondent based on the earlier bail conditions.

“The applicant has not and will not interfere with the investigation of the allegations connected with this matter by the respondent in any way.

“The sureties that undertook for the applicant are still willing, having not seen any reason to withdraw their suretyship over the applicant and available to guarantee his presence or attendance at the office of the respondent any time his presence might be needed.”

Tinubu eulogises late Afenifere spokesman, Odumakin, calls him ‘fighter of democracy’

Former Lagos State Governor and leader of All Progressives Congress, APC, Asiwaju Bola Tinubu has condoled the family of late Afenifere spokesman, Yinka Odumakin who died yesterday.

This was contained in a statement personally signed by Asiwaju Bola Ahmed Tinubu and made available to newsmen as read in part:

“Like millions of Nigerians, I received with profound shock the news of the death early this morning of Mr. Yinka Odumakin, spokesman of Afenifere, committed fighter for democracy, dedicated civil society activist, courageous and outspoken defender of whatever ideals and principles he believed in and a patriotic citizen in every sense of the word.
Ever since his student days, Odumakin had been fearless and unrelenting in speaking up in promoting the cause of justice and what he perceived as the best interest of the citizens of Nigeria. He participated actively at the forefront in the various students and youth struggles against successive military dictatorships in the 1980s and 1990s. In the process, he was arrested, harassed and even detained several times. Yet, he never allowed himself to succumb to tyranny or be pressured into submissive and pliant silence.

“In the struggle against the annulment of the June 12, 1993, presidential election and the perpetuation of military dictatorship, Odumakin was never found wanting. He was at the vanguard of the battle even at the risk of his life and liberty. It is impossible to credibly tell the story of the emergence of the democracy we enjoy in this dispensation today without emblazoning Odumakin’s name in gold. He was a doughty fighter for freedom and the rule of law. He was rock solid in his commitment to Afenifere, the Yoruba people and the several other civil society groups in which he played active roles.

“Odumakin never held public office. But he has been a constant feature and part of our public consciousness over the last two decades of this unbroken democratic dispensation. He epitomized the true definition of the citizen; a patriot who was ever conscious of the fact that his life could not be complete or his humanity meaningful if he did not take an active interest in and join likeminded fellow citizens in seeking always to promote the common good of his community and country.

“In the course of the last two and a half decades, Odumakin and I had cause to collaborate in various organizations and in pursuit of different political causes at different times and I can testify to his capacity for hard work, his brilliance, his tenacity in his loyalty to his cherished principles. Even if we differed politically, I had no cause to doubt his sincerity in charting his chosen path. He will forever remain a model of what a citizen who places the good of his country above his personal interest could be. For, given his talents and abilities, Odumakin could easily have opted to focus on his personal welfare and that of his family rather than embroil himself in the several struggles he dedicated his life to.

“It is certainly not fortuitous that his wife, the indefatigable Amazon, Dr Joe Odumakin, was Yinka’s comrade in struggle and active collaborator in fighting for justice, liberty and the dignity of the underprivileged. They were iconic soul mates in the ceaseless battle for a better and greater Nigeria.

“I join millions of Nigerians in condoling with Dr. Odumakin and her family in this sad hour. May God comfort and strengthen them even as they take solace in the massive outpouring of grief nationwide at Yinka’s painful passage.

“I also express my heartfelt condolences to Chief Ayo Adebanjo, the Afenifere leader, and all other leaders and members of Afenifere as well as all Yinka’s associates in the civil society movement. His life vividly demonstrates once again, in the immortal words of Chief Obafemi Awolowo that “it is not life that matters but the courage you bring into it” and that it is not how long we live but how well and productively that matters. Odumakin is gone. But he lives on in the memory of millions of his compatriots. May his soul rest in peace”.

Yinka Odumakin was a patriot, advocate of good governance – Atiku

I received the news of the death of my younger brother and friend, Yinka Odumakin with a rude shock.

Odumakin was a patriot and strong believer in the promotion of good governance, democracy and the rule of law.

I sympathize with all Nigerians who share these same values with Odumakin, especially the Afenifere group of which Yinka was the publicity secretary – a role he played with so much commitment and admiration.

Much as our heart grieves over this unpleasant development, we must take solace in accepting it as an act of God and acknowledge the fact that Yinka lived a life of purpose in defense of the ordinary people of this country and to enthrone a better Nigeria.

I condole with his wife, Dr (Mrs) Joe Okei-Odumakin and his children and pray that God will grant him eternal rest.

Nigeria’s Speaker, Gbajabiamila, Ghana’s new speaker seek improved parliamentary relations

The Speaker of the House of Representatives, Rep. Femi Gbajabiamila, and the new Speaker of the Ghanaian Parliament, Mr. Albert Bagbin, have agreed to strengthen parliamentary relations in a bid to find lasting solutions to challenges such as the trade dispute involving some Nigerian traders in Ghana.

The two speakers reached out to each other during a zoom meeting they held on Friday.

Gbajabiamila told his counterpart that the two countries were like siblings and should continue to explore the avenue of parliamentary diplomacy in addressing shared challenges, adding that there was much both could learn from one another.

The Nigerian Speaker also introduced the project he initiated with five other African Speakers, namely the Conference of Speakers of African Parliaments (CoSAP), saying that last year they worked together to advocate debt relief.

He further stated that this year, African Speakers and Heads of Parliaments were expected to gather in Abuja to explore how they could work better together to tackle collective challenges.

While congratulating the Ghanaian Speaker for his success at the recently contested polls, Gbajabiamila said while he worked very closely with the predecessor, he looked forward to doing the same with Bagbin in continuation of the age-old tradition of solidarity between both nations.

The Nigerian Speaker updated his Ghanaian counterpart on his visit to Ghana late last year in an effort to douse tensions and extract commitments from the Ghanaian government over the trade dispute.

He said he would want the discussions on the matter to continue under the new Ghanaian Speaker.

“I look forward to working with you. There are a lot of issues for both our countries, that, I think through Parliamentary Diplomacy and backchannel discussions, we can resolve for the people of both countries.

“I’m sure you are aware of a couple of them, including the relationship between Ghana and Nigeria in terms of our traders and residents over there and yours over here too. I think the onus rests upon both of us to try and resolve whatever issues there are. We started on this trajectory last year with the former speaker and we made very significant inroads and headway.

“I visited Ghana, I met with some of your ministers, including Mr. President and very far-reaching decisions were made and we are expecting outcomes of a report from your Minister of Trade. We were supposed to set up a friendship group between the two parliaments. That group has been set up by the Nigerian Parliament and if the list is not with you yet, I’m sure in the next few days, you will get it.

“Your President was absolutely gracious, he was absolutely wonderful. He met with us, he has a rich pedigree with Nigeria as you all know, so it worked out well. We just need to cement it, and I’m sure that between you and I, we will be able to take this a notch further.

“I want to use this opportunity to invite you to Nigeria as well, we will be able to discuss a lot of things and of course there is the issue of CoSAP, which I’m sure in your handover notes you are aware we set up with some African countries. The issue at hand last year was debt relief for African countries, that has strangulated many countries’ economies based on the debt portfolio they had”, he stated.

Gbajabiamila said COSAP would have its inaugural meeting this year in Nigeria where “hopefully we will be able to concretise on that issue and actually address other issues going forward for this year.”

“There are two issues that are critical in this moment like the relationship between Ghana and the Nigerian traders and the issue of CoSAP, and I’m sure there will be many more issues as we go along”, he said.

He also used the opportunity to invite Bagbin to visit Nigeria to deepen the parliamentary cooperation between the two countries.

On his part, Bagbin said he welcomed the idea of having a better relationship with the Nigerian Parliament and that he was ready to reciprocate the Nigerian Speaker’s visit so that they would discuss issues.

He also applauded Gbajabiamila for coming up with the idea of CoSAP, which he described as a noble project.

“On the issue of CoSAP, yes, we already have somebody as the focal person and it’s not only the handover notes, I have also been given a brief on CoSAP, and I want to applaud your efforts for the initiative, it’s a very good initiative and it’s going to propel parliamentary diplomacy to a higher level.” So, definitely, you have my support in that direction”.

“I am sure other African countries are looking up to Ghana and Nigeria to show the way, and I’m sure that with your immense experience and what I have gone through over 19 good years in parliamentary diplomacy, I am sure that there will be nothing that we will not be able to surmount.”

The two Speakers agreed it was important to meet sooner rather than later and concluded with an agreement to meet in Abuja before the first half of this year.
