Nigerian Senate Asks Customs To Return Confiscated Rice in Ibadan Market

The Senate Committee on Ethics and Privileges on Tuesday directed the Nigeria Customs Service to return the bags of rice and money which its officials allegedly seized recently from some shops in the Oja Oba market in Ibadan, the Oyo State capital.

Officials of the NCS had last week invaded the market and carted away eight truckloads of rice and money found in the shops of the affected traders.

The NCS carried out the operation, barely a month after they raided the Bodija International Market, where they also carted away numerous bags of rice.

The development forced the Senator representing Oyo South Senatorial District, Kola Balogun, to forward a petition to the upper chamber on behalf of the beleaguered traders last week.

The President of the Senate, Ahmad Lawan, referred the petition to the Senate Committee on Ethics, Privileges and Public Petitions to investigate the allegation of invasion and looting against the NCS.

The Senate Committee at its sitting, on Tuesday, condemned the act and described it as totally unacceptable.

The panel then asked the Comptroller General of Customs, Hameed Ali, represented by his Assistant Comptroller General, Garba Mohammed, to ensure that the seized goods were returned to the affected traders within two weeks.

It also directed that their shops should be unlocked while money taken from the shops must be equally returned.

Members of the panel were unanimous in their condemnation of the NCS, insisting that its action was a breach of the Customs Act and the Executive Order signed by former President, Chief Olusegun Obasanjo in 2007.

The legislation empowers the agency to only impound smuggled goods, 40 kilometers radius to the border.

The Chairman of the panel, Senator Ayo Akinyelure, recalled that a similar string operation carried out by the NCS in Katsina State led to the dismissal of the officer, who led the operations.

FG Extends NIN-SIM Verification Exercise to June 30 as Enrollment Reaches 54 Million

The Federal Government has approved the extension of the deadline for National Identity Number (NIN)-Subscriber Identity Module (SIM) data verification to the 30th of June, 2021.

The extension was as a result of the virtual meeting chaired by the Honourable Minister of Communications and Digital Economy, Dr Isa Ali Ibrahim Pantami, FNCS, FBCS, FIIM, and attended by following officials- Chairman of the Nigerian Communications Commission (NCC), Prof. Adeolu Akande, the Executive Vice Chairman/CEO of NCC, Prof. Umar Garba Dambatta and the Director-General/CEO of the National Identity Management Commission (NIMC), Engr. Aliyu Azeez.

The postponement of the deadline was also based on the request by stakeholders for an extension till 30th of June, 2021 in order to make it easier for all citizens and legal residents to register.

Significant progress has been made in the NIN-SIM verification process. For example, almost 54 million people have obtained their NIN and this can translate to up to 190 million mobile numbers, since empirical evidence suggests that each unique NIN maps to three to four phone lines.

The much-awaited Android enrolment system is now ready for deployment and this has the potential to significantly accelerate the speed and ease of enrolments.

Furthermore, the telecom providers and other enrolment agents have also opened several centres across the country to make it easier for eligible citizens and residents to obtain and link their NINs.

It is noteworthy that Sections 27 and 29 of the National Identity Management Commission Act 2007 provides for the mandatory use of NIN for accessing several government services. This is similar to the use of Social Security Number and National Insurance Number for accessing services in the United States of America and the United Kingdom respectively.

The Federal Government has approved the extension as part of its effort to make it easier for its citizens and residents to obtain the NIN and it is important to take advantage of the extension.

Dr. Pantami wishes to thank Nigerians for their patience and compliance with the Federal Government’s directive on the NIN-SIM registration exercise.

He again reiterated government’s commitment to continually taking decisions aimed at easing the pains of the citizens with regard to issues related to NIN and SIM registration.

Again, Customs storm another market, cart away 8 trucks of rice in Ibadan

The Nigeria Customs Service (NCS), yesterday, carted away eight truckloads of rice after invading Oja Oba Market, Ibadan.

This is coming about a month after the NCS raided Bodija International Market, where it carted away numerous bags of rice. It was gathered that the Customs officers went to the market and carted away eight truckloads of rice in the early hours of yesterday.

The Public Relations Officer of Oyo/Osun Customs Command, Kayode Wey, confirmed the invasion, stating that the operation was carried out by Federal Operation Unit (FOU) Zone A.

“It is the FOU. They are not our people. It was the FOU that went to Bodija Market the last time. It is the same FOU, we do not know anything about it. We do not have any information on it. I am hearing it the same way you are hearing it,” he said.

Also, the Public Relations Officer of NCS, FOU Zone A, Mr. Theophilus Duniya confirmed the development, stating that the Customs is empowered to carry out such operation.

“Yes, until we examine them. You are aware that the Federal Government imposed a ban on importation of foreign rice to encourage local production in the country.

“As it stands, foreign rice is a contraband and the law empowers us, the Act that established the service empowers officers to carry out such operations; to break into any shop or warehouse upon reasonable suspicion that prohibited goods are stored, and evacuate them. That is what happened.”

We sacked Oba Otudeko, Ibukun Awosika, others from Firstbank because of insubordination – CBN

The Central Bank Governor of Nigeria CBN, Godwin Emefiele has explained the reasons behind the suspension of Chairman First Bank Holdings, Oba Otudeko, CEO of First Bank, Ibukun Awosika and others.

The governor explained in a statement released to news men which reads in part:

“I spoke to Dr. Oba Otudeko; he refused to grant my entreaties. I had cause to call two of his major shareholders to ask him to ask the board not to take such decisions without the approval of the CBN, but he refused to pick the calls of these shareholders who are co-owners of the bank.
“I called him a second time and heard one of the shareholders listening to me on another line, begging Dr. Otudeko that he should not take that decision, he insisted on taking that decision.
“We hung up the phone and I sent that shareholder back to the office of Mr. Oba Otudeko to appeal to him to please suspend the decision to remove the MD. He refused to see the shareholder.
“I feel we had done our best and that we would not allow a shareholder who feels that he cannot subject himself to regulatory control and authority to remain as a director of the bank.
“So, we didn’t have any choice but to take this decision.
As we speak, the chairman of the bank was queried, Ibukun Awosika, we are yet to receive any response. In any case, I would imagine that response is no longer necessary.”

Lagos relaunches metro line, property owners affected compensated

History was made today (Thursday) in Lagos, with Governor Babajide Sanwo-Olu breaking the ground for the construction of the 37-km Rail Mass Transit Red Line, which will traverse from Agbado to Marina, moving more than one million commuters daily.

The rail corridor will be constructed in three phases. The first phase (Agbado-Iddo), which will be completed in 24 months, will be sharing track with the Federal Government’s Lagos-Ibadan Railway Modernisation Project up to Ebute – Metta. It will have its dedicated track from Ebute – Metta to Oyingbo and reduce travel time from about two and a half hours to just 35 minutes. The passenger capacity of the first phase is 500,000 daily.

The ceremony was held at the proposed site of the Ikeja Train Station. It was witnessed by Minister of Transportation Rotimi Chibuike Amaechi, who was represented by the Director General of the Nigerian Maritime Administration and Safety Agency (NIMASA), Dr. Bashir Jamoh.

To be fully operational in the last quarter of 2022, the Red Line, a project of the Lagos Metropolitan Area Transport Authority (LAMATA), will have eight train stations – from Agbado to Oyingbo.

The Red Line is to raise mass transportation capacity in the State, complementing the Blue Line that traverses from Okokomaiko to Marina. The Blue Line is at 78 per cent completion.

Sanwo-Olu, who was at the event with the Deputy Governor, Dr. Obafemi Hamzat, handed cheques to property owners affected by the right-of-way, described the project as another initiative of his administration to deliver enduring infrastructure for the transport system and make Lagos a competitive mega city.

He said the traffic management and transportation pillar in his Government’s development blueprint – Project THEMES – was being implemented with the goal to develop an efficient and sustainable transportation model that would improve mobility, promote economic growth and enhance the living conditions of residents.

He said: “Today’s flag-off of the construction of infrastructure for the standard gauge Red Line is another promise kept and it demonstrates, in practical terms, our commitment to achieve the objectives of traffic management and transportation pillar in our development agenda. This is because we recognise the role which an efficient transportation system plays in enhancing people’s quality of life and as a major driver of socio-economic development.

“The State’s Strategic Transport Master Plan, which encompasses a number of projects that are germane to achieving our vision for a Greater Lagos, is founded on imperatives that seek to increase transport choices for all users and make the transit system integrated, attractive, convenient, affordable and accessible.

“Since efficient transportation is the backbone of any economy, we are happy to be committing this investment in our transport infrastructure, so that our people can meet their daily targets and aspirations. This all-important transport project we are all gathered to witness today represents a major step in this direction.”

Sanwo-Olu disclosed that the implementation of the Red Line was being supported under the Differentiated Cash Reserve Requirement (DCRR) programme – a financing package put in place by the State Government through the Central Bank Nigeria (CBN). The Governor expressed gratitude to President Muhammadu Buhari and the CBN Governor, Dr. Godwin Emefiele, for supporting the State in the bid to make the project a reality. He praised also the bankers who facilitated the funding.

To facilitate smooth operations of the Red Line, Sanwo-Olu said the State Government would be constructing ancillary infrastructure, including six overpasses at strategic level crossing points along the rail corridor to eliminate interactions between the rail system, vehicular and pedestrian traffic.

The overpasses will provide grade separated crossings that will enhance safety for the rail system and road users.

Sanwo-Olu said: “The unique characteristics of the Red Line is its integration with the Ikeja Bus Terminal, Oshodi–Abule Egba Bus Rapid Transit (BRT) lane, the future Orange Line, which goes from Ikeja to Agbowa, and the General Aviation Terminal One of the Murtala Muhammed International Airport through a skywalk.

“Another unique feature of the Red Line is that all the stations have elevated concourses with either at grade island or side platforms for easy boarding and alighting of passengers. The Red Line also integrates with our Bus Terminals at Oyingbo, Yaba, Oshodi, Ikeja and Iju, giving modal options to our people in their daily commute, either for business or leisure.”

The Governor presented cheques of varying amounts as compensation to 25 residents whose properties, businesses and accommodation will be affected by the project. Over 263 properties are affected. Many of the property owners and tenants were smiling as they got their cheques.

Commissioner for Transportation, Dr. Frederic Oladehinde, described the Red Line as a continuation of the implementation of the State’s Strategic Transport Master Plan, which made provision for six standard rail lines, one monorail, 14 BRT corridors and over 20 waterway routes.

He said the intervention was a deliberate effort of the State Government and its development partners to make Lagos livable beyond Year 2032.

Managing Director of LAMATA, Mrs. Abimbola Akinajo, said the project was a bold step and commitment of the Governor to solving transportion challenges in line with his administration’s development blueprint.

She noted that the construction would not be delayed by funding and human factors, as stakeholders were duly carried along in the projects.

The Lagos mass transit rail dream began in 1983 during the tenure of Alhaji Lateef Jakande, but it was stopped by the then Federal Government. Sanwo-Olu has vowed to ensure that the Blue Line and the Red Line are completed to the memory of the late Jakande.
