Oyo Govt Trains Officers On Multi-Linear Budgeting Process

The Oyo State government has hinted on its plans to commence a multi-linear budgeting process by 2022.

The State’s Commissioner for Budget and Economic Planning, Barr Adeniyi Farinto disclosed this during a one-day capacity building on Budget, Monitoring and Evaluation which was held in Ibadan on Tuesday.

The training, which was for Budget officers of Ministries, Departments and Agencies (MDAs) in the State was to evaluate the immediate past budget (2020) and adequately plan towards the coming year’s budget.

Farinto, who was represented by the Permanent Secretary for Budget and Economic Planning, Mrs Mofoluke Adebiyi, noted that the budgeting process has taken a new dimension in Oyo State.

Barr. Adeniyi said Oyo State was almost rounding off on the preparation of the medium term expenditure framework, from which future annual budgets will be derived.

“This means that the introduction of a multi-linear budget will cater for a three years’ budget which will be reviewed from time to time.

“The budget must be realistic and attainable, Oyo state is the Pace Setters State and this is why all hands must be on deck for the State to catch up with other States ahead and overtake, we must restore the old glory of the State.”

Appreciating Governor Seyi Makinde for opening up the budgeting system and getting the citizens to be involved in the budgeting system preparation, the commissioner explained that the State’s projection is to achieve 75% of the budget implementation.

He noted that no sector can perform without budget and charged the trainees to work diligently to achieve the set target.

The Peoples Democratic Party, PDP, Oyo State chapter, has congratulated the newly sworn-in Local Government Chairmen and charged them to replicate Governor Seyi Makinde’s policies and programs at the grassroots.

The party also maintained that it is optimistic about PDP’s victory in the rescheduled election in Ido local government billed for May 26, stressing that the track record of Honourable Sheriff Adeojo as one of the finest stock of politicians and public administrator in its fold will surely earn the party a resounding victory.

The ruling party in the state gave this charge on Tuesday 25th, May, via a signed press statement by Oyo state PDP’s Spokesman, Engr Akeem Olatunji, and made available to newmen.

Governor Makinde, according to the press statement has shown the desired political will expected of a responsive government to turn the fortune of Oyo state around for the best.

Olatunji in the statement maintained that Governor Makinde has continued to match his words, especially every policy statement with commensurate action which is clearly evident in both human and infrastructural development in the state.

The party explained that the council Chairmen must see their new offices as a call to service and must justify the trust and faith reposed in them by the people of the state who defied all odds to come out in large number on May 22 to cast their votes for them.

“The Executive Governor of Oyo state, our own ‘Mr Talk and Do’ has proved to the whole world that good governance is not a product of media propaganda but visible human and infrastructural development that improves the quality of life of the people.

“Governor Makinde has continued to make the PDP the toast of many even across opposition parties. Open Grazing Ban: Garba Sheu suffering cognitive dissonance, not speaking for Presidency -Akeredolu

Ondo State Governor, Mr Rotimi Akeredolu has reacted to a statement by the Senior Special Assistant on Media and Publicity to President Muhammadu Buhari, Mr Garba Sheu on ban of open grazing by the 17 Southern Governors.

Shehu had faulted the position of the southern governors which was taken after a meeting in Asaba, Delta State recently.

Responding, Akeredolu said Shehu is currently in a state of cognitive dissonance, and that he is as an agent provocateur.

Cognitive dissonance is the state of having inconsistent thoughts.

Akeredolu’s response was contained in a statement issued by his Senior Special Assistant on Special Duties and Strategy, Dr Doyin Odebowale, on Tuesday, titled ‘Mr Garba Shehu: On the trail of an agent provocateur’.

The statement read, “Anyone who has been following the utterances of this man, as well as his fellow travellers on the self-deluding, mendacious but potentially dangerous itinerary to anarchy, cannot but conclude that he works, assiduously, for extraneous interests whose game plan stands at variance with the expectations of genuine lovers of peaceful coexistence among all the peoples whose ethnic extractions are indigenous to Nigeria.

“Mr Garba must disclose, this day, the real motive(s) of those he serves, definitely not the President. He cannot continue to hide under some opaque, omnibus, and dubious directives to create confusion in the polity. The easy recourse to mendacious uppity in pushing a barely disguised pernicious agendum is well understood. The declaration that the recommendations of the Minister of Agriculture, Alhaji Sabo Nanono, a mere political appointee like Garba Shehu, are now the “lasting solutions” which eluded all the elected representatives of the people of the Southern part of the country, exposes this man as a pitiable messenger who does not seem to understand the limits of his relevance and charge.

“Mr Garba contends that “their announcement is of questionable legality”, referring to the 17 Governors of the Southern States, but the decision of certain elements to take the ancestral lands of other people to settle their kinsmen, including the “gun-wielding “killer herdsmen” and their families, and provide “veterinary clinics, water points for animals, and facilities for herders and their families including schooling through these rehabilitated reserves” for which “the Federal Government is making far-reaching and practical changes allowing for different communities to co-exist side-by-side”, does not appear to him as a comprehensive plan for land grabbing, a precursor to internal colonialism. He wants to “revive forest reserves” but seems particularly uninterested in the current position of the same law, that he and his cohorts often misinterpret to serve parochialism and greed. Governors no longer have powers over the lands in their territories. They must take instructions from appointees of the Federal Government on such matters.

“It is superfluous, and that is being charitable, for anyone to remind us of the constitutional right of bona fide citizens “to enjoy rights and freedoms within every one of our 36 States (and FCT)-regardless of their state of birth and residence”. There has never been any contention on this provision. It is clear that Mr Garba seems to have issues understanding the difference between licentious criminality and qualified rights under our law. It is our duty to continually nudge him off his current state of cognitive dissonance. His pronouncement betrays dubiety and mischief.

“Most traditional families in Nigeria have occupations. Pastoralism is not an exception. Any ethnic group still trapped in anachronism may be assisted to embrace modernity. Dispossessing communities of their ancestral lands, encouraging denizens of the forests to overrun lands belonging to other people, and forcing alien bands of migrants on the local populace to live “side-by-side” with other communities cannot be for the purpose of animal husbandry. It raises suspicion on a grand, deliberate, persistent, and insidious design to use naked force to subjugate the real owners of the land. Mr Garba Shehu is a major supporter of the current pervasive anarchy in the land.”

The statement warned Shehu “and his cohorts” to desist from hurling insults at the elected representatives of the people, saying he “lacks the authority to make policy statements for the Federal Government, unless directed, expressly. His acts are clearly those of an agent provocateur. Other closet dreamers, aspirers to colonial fantasies, must be weaned off their delusion. ”

He also declared that “no inch of the space delineated and known, currently, as South West, and indeed the whole South, will be ceded to a band of invaders masquerading as herdsmen under any guise.”

Sanwo-Olu, Dapo Abiodun Sign MOU on Lagos-Ogun Joint Commission

The Ogun State Governor, Dapo Abiodun with his Lagos counterpart have signed Memorandum of Understanding on establishment of Lagos-Ogun Joint Commission.

“We were joined in Abeokuta today by the Lagos State Governor, Mr. Babajide Sanwo-Olu and other stakeholders, as we officially signed a Memorandum of Understanding signifying the establishment of Lagos-Ogun Joint Commission.

“The new Commission is a common alliance that will focus on socioeconomic issues bordering on infrastructure development, revenue management, trade and investment, boundary dispute resolution, security and intelligence sharing, environmental and physical planning, as well as agriculture and food security.

“This innovation will further strengthen the synergy between both states, while providing numerous benefits for residents as the Commission become operational”.

Northern Elders Forum Condemns Adoption of Oduduwa Anthem in Ondo Schools

The Northern Elders Forum (NEF) on Sunday described the adoption of Oduduwa anthem in public secondary schools in Ondo State as a very serious assault on the integrity of Nigeria.

The state government had, in a circular dated May 6, 2021, signed by Tolu Adeyemi, Permanent Secretary, Ondo State Teaching Service Commission and addressed to the Tutors-General, All TESCOM zonal directors and principals of public secondary schools in the state, said it was mandatory to recite the Oduduwa anthem in all functions in public secondary schools across the state.

The circular read: “The present administration of Arakunrin Okuwarotimi Akeredolu has adopted Oduduwa anthem as part of the civic responsibility of all residents in the state.

“To this end, the singing of the Oduduwa anthem has become mandatory at all functions, in all public secondary schools in the state.

“Therefore, all school principals and other top functionaries in the public secondary schools are enjoined to adopt, teach and encourage the singing of Oduduwa anthem at all functions, especially at the morning assembly in all schools.

The state executive council had recently approved the adoption of the Oduduwa anthem which projects the virtues, tradition and culture of the Yoruba race.

Akeredolu had said the anthem would be rendered immediately after the National Anthem at state functions.

Northern Elders’ reaction

Reacting on Sunday, Director of Publicity and Advocacy, Northern Elders Forum, Dr Hakeem Baba-Ahmed, said: “If this is true, it represents a very serious assault on the integrity of the country by people who have sworn to uphold and protect it.”

He said such an action cannot be defended in any terms other than a provocation and a play at the gallery seeking to widen the damaging divide between Nigerians along ethnic and regional lines.

He said: “There’s only one anthem our children should sing and recognize. If there are other symbols with cultural significance they should be made to identify with, it should not be elevated to the level of a national anthem, or even supersede it.

“It the federal government is on its toes protecting the boundaries of our unity and national integrity, it would challenge this in court. It would also raise its levels of vigilance over the drift by politicians enjoying the benefits of our constitution who are pandering to very dangerous divisive tendencies”.

It’s a welcome development — Afenifere

But the pan-Yoruba sociocultural group, Afenifere, commended the Ondo State Government for introducing the Oodua Anthem, saying the anthem means a lot to it.

Afenifere spokesman, Jare Ajayi, in a chat with Daily Trust, said it was a thing of joy that Akeredolu introduced the anthem and made the state the first in the southwest to embrace it.

He said the whole southwest would soon embrace the initiative.

He said: “The anthem means a lot to us in Afenifere because it encapsulates our mission and vision for our land, the Yoruba land. We’e happy that one of the states in Yorubaland has adopted and we are encouraging others to do that.

“I understand Osun State is contemplating the same thing. So, it’s a thing of joy for us that a government in Yorubaland is becoming much more conscious of the Yoruba interest.”

He said this indicated that the zone had started manifesting the Development Agenda for Western Region which was also witnessed in the establishment of the Western Nigeria Security Network.

Yoruba nation agitators on their own — Akeredolu

Meanwhile, Akeredolu has disowned the agitators of Yoruba nation led by self-acclaimed Yoruba freedom fighter, Sunday Adeyemo, popularly known as Igboho who shut down Akure for a rally on Saturday .

The governor, in a statement on Sunday by his spokesman, Richard Olatunde, said his acknowledgement of the right of individuals and groups to hold peaceful rallies, must not be misconstrued to mean support for secessionist agenda and or balkanization of the nation.

“Unequivocally, the Governor’s opinion on the Akure rally or any other of its ilk, is only to the effect that he is not opposed to any civil protest which is not in breach of the extant laws of the Nation.

“He neither believes, nor supports the quest for the Yoruba Nation outside of Nigeria in the manner canvassed. Governor Akeredolu stands by a virile, united and indivisible Nigeria as demanded by the Southern Governors’ Forum.

“It’s important, therefore, to state without any equivocation that the Yoruba Nation secessionist promoters do not enjoy any lending hand in Governor Akeredolu.”

Fani-Kayode Lambasts Tinubu Over Position on Oduduwa Republic

The erstwhile Minister of Aviation, Femi Fani-Kayode has lambasted Tinubu over recent position on Oduduwa Republic.

It will be recalled that Southwest APC leaders and governors met in Lagos where they made a resolution that they do not support seccession.

Meanwhile, Fani-Kayode in a statement released via his Twitter handle as read in part has condemned such resolution.

“One of the lessons that Bola Tinubu and those with him will soon learn is that it is a very dangerous thing and an exercise in futility to stand against a moving train.

“Those that met in Lagos yesterday only represented their own narrow mindset and band of thinking and their political party.

“They didn’t represent the position of the Yoruba people. There are 70 million Yorubas in the world today and Tinubu does not speak for or lead most of them.

“He only leads part of the APC in parts of the SW and those that are with him are mainly members of the fading ruling elite.

“If there is a referendum on self- determination in the South West tomorrow these characters would be flushed down the toilet and thrown into the dustbin of history.

“The way to counter those that want to exercise their right of self-determination and leave Nigeria is not to act as if they do not exist, impose your will on them, dismiss them with contempt and attempt to publicly rubbish and dismiss their legitimate concerns and aspirations but instead to try and understand where they are coming from, assuage their fears and anxieties, negotiate with them and give them guarantees about their place and role in a new and restructured Nigeria.

“Outside of that it is only a question of time before they break away and determine their own future. Tinubu does not control the streets of the SW: the Yoruba nationalists and separatists do.

“Those that met in Lagos only represent a tiny group of those in the South West. They cow tow to, beg and lobby the separatists behind closed doors and they condemn and disown them before the world. Such intellectual dishonesty, doubkespeak and cowardice is reprehensible.

“Deep down in their hearts they want to break off from Nigeria as well but instead of having the courage of their convictions they tell the world otherwise simply because they want Bola Tinubu to be President.

“They forget that the prospect of a Tinubu Presidency disgusts the Yoruba nationalists and the majority of people in the South West. Such a Presidency will not stop the separatists: it would only strengthen and embolden them.

“Worse still it would be a disaster for Nigeria”.

Unknown Gunmen Abduct Wife of Oyo APC Youth Leader in Ibadan

ODUDUWA NEWS has just gathered that unknown gunment have abducted wife of the youth leader of All Progressives Congress (APC) in Oyo State, Mrs Arikeade Oni-Salawu at the entrance of her residence.

According to a report by the Nigerian Tribune, Oni-Salawu, who was returning from work, had alighted from her workplace ambulance to open the gate when armed men suddenly emerged kidnapping her right in front of her husband who drove behind her.

The incident which occurred at Aromolaran area on old Ife Road, Ibadan, saw the armed men also seized phones of the APC youth leader while they left behind the phone of their victim.

As of the time of filing this report, the kidnappers are yet to contact the family.

Areokuta Salawu’s associate who spoke with Nigerian Tribune said, “The APC youth leader called me at about 4.30 am to tell me that his wife was kidnapped at about 10pm yesterday.

“In fact, he is still in shock at the incident. His wife, a medical doctor, was returning from the clinic and was driving the ambulance while her husband drove his own car.

“The wife had the gate key and alighted to open the gate. Suddenly, gunmen emerged from nowhere and kidnapped her.

“They only left the wife’s phone and took away the husband’s phones.”

Oyo State Police Public Relations Officer, Adewale Osifeso was called for confirmation of the event but he was yet to pick his call.

House of Reps To Consider Scrapping of NYSC As Bill Reaches Second Reading

ODUDUWA NEWS has gathered that National Youth Service Corps scheme has been debated today to be scrapped by the House of Representatives.

The Constitution of the Federal Republic of Nigeria Alteration Bill, 2020, which is seeking to repeal the NYSC Act, is billed for the second reading.

The sponsor, Mr Awaji-Inombek Abiante, in the explanatory memorandum of the proposal, listed the various reasons why the NYSC should be scrapped.

It read in part, “This bill seeks to repeal Section 315(5)(a) of the Constitution of the Federal Republic of Nigeria, 1999, (as amended) on the following grounds:

“Incessant killing of innocent corps members in some parts of the country due to banditry, religious extremism and ethnic violence; incessant kidnapping of innocent corps members across the country;

“Public and private agencies/departments are no longer recruiting able and qualified Nigerian youths, thus relying heavily on the availability of corps members who are not being well remunerated and get discarded with impunity at the end of their service year without any hope of being gainfully employed;

“Due to insecurity across the country, the National Youth Service Corps management now gives considerations to posting corps members to their geopolitical zone, thus defeating one of the objectives of setting up the service corps, i.e. developing common ties among the Nigerian youths and promote national unity and integration.”

The military regime of General Yakubu Gowon had established the NYSC on May 22, 1973, under Decree No. 24 of 1973 as a way of reconciling and reintegrating Nigerians after the civil war between July 6, 1967 and January 15, 1970.
